Job Description

Senior Front End Development Manager Location Houston, TX : Headquartered in Houston, Texas, Motiva refines, distributes, and markets petroleum products throughout the Americas. The company's Port Arthur Manufacturing Complex in Port Arthur, TX, is comprised of North America's largest refinery with a total throughput of 720,000 barrels per day, the world's second largest lubricants plant, and an integrated chemical plant. Under exclusive long-term brand licenses with Shell and Phillips 66 (for the 76® brand), Motiva's commercial operations supply more than 12 billion gallons of fuel to customers annually. Motiva is wholly owned by Aramco, one of the world's largest integrated energy and chemicals companies. Position Overview: The Senior Front End Development Manager (Senior FEDM) is a senior role in the Major Capital Projects Department and has responsibility and accountability for the successful development and management of assigned projects (primarily capital projects over $20 mln with some projects less than $20 mln). The Senior FEDM is accountable for delivery of projects through the stage gated process for FEL-1 and FEL-2A by leading project teams from initiation to Concept Selection (FEL-2A). Post Concept Selection the Senior FEDM will support a Project Manager in the continued progression of the projects through FEL-2B, FEL-3, Execution, and Start-Up. This latter stage support is accomplished through the oversight of Process Engineering and Site Readiness support to the project. For projects under $20 mln, the Senior FEDM is the owner of the project's Business Case for the lifecycle of the project (project initiation through turnover to Operations) and is responsible and accountable for ensuring that a project meets business objectives, are aligned with the Capital Business Plan, and that Sponsors and Stakeholders are aligned with the project drivers, objectives, and proposed scope of work. The Senior FEDM works closely with Sponsors, Business Teams, and multiple disciplines (Strategy, Production, Discipline Engineering, Process Safety Management, Project Engineering/Management, Environmental, and Value Chain Optimization) to define the Business Case, conduct feasibility studies, develop project concept and scope, develop project deliverables, and evaluate alternatives via comparative economics and risk analysis. Once a concept is selected, the Senior FEDM supports the Project Manager by leading a team of process engineer and Production reps to ensure scope development, change management, site readiness, commissioning, and start-up of the project. Responsibilities:
  • Accountable for delivery of projects through the project stage gated process for FEL-1 and FEL-2A
    • Leading Project Framing sessions
    • Leading FEL-0 process studies to evaluate refining and chemical plant business opportunities.
    • Working with Project Process Engineering to identify alternative scopes and determine feasibility
    • Creating Feasibility Report that is aligned with the Premise Document in FEL-1
    • Setting priorities for Front End Development team to meet project objectives and Capital Plan
    • Sponsor and Stakeholder alignment
    • Creating and obtaining approval of the Concept Select package
    • Leading the development of schedules, estimates, staffing, and execution plans for FEL-1 and FEL-2
    • Working with PM/PE to develop schedules, estimates, staffing, and execution plans for FEL-3 and Execute phases of the project
    • Creating funding documents through FEL-2 (decision support packages including Opportunity/Investment Proposals, Executive Summaries, PowerPoint presentations)
    • Leading routine project meetings and reviews
    • Working with the Business Development Manager (NOTE: for projects under $20 mln, the Senior FEDM fills the Business Development Manager role) to:
      • Create Premise documents
      • Lead Business and Engineering Alignment Sessions (BEAM)
      • Economic modelling to compare project alternatives
  • Accountable for delivering Process Engineering and Site Readiness deliverables for FEL-2, FEL-3, and Execute Phases by leading a team of Process Engineer and Production Representatives
    • Oversee Process Engineering deliverable development (PFD, H&MB, P&ID, HAZOP, etc.)
    • Lead Site Readiness deliverable development (Site Readiness Management and Action Plans, Production interfaces with design, construction, commissioning, and start-up)
    • Support project Change Management and resolve Interface conflicts through Stakeholder alignment.
  • This position can be primarily located at Motiva's corporate office in Houston, TX or manufacturing complex in Port Arthur, TX. Experience and Qualifications: Basic Qualifications:
    • 10+ years in Refining or Chemicals
    • Bachelor's degree in engineering or related field required
    • Must have understanding of how to manage critical knowledge and information to Stakeholders
    • Strong organizational and planning skills
    • Strong analytical and problem-solving skills
    • Strong written and verbal communication skills
    Preferred Qualifications:
    • Bachelor's degree in chemical engineering strongly preferred
    • 5+ years of interaction/exposure to Stage-Gate Capital Project Processes
    • 5+ years of interaction/exposure to Production/Operations of Refining or Chemicals processes
    • Unit support experience
    • Experience in leading process engineering studies for project feasibility, alternative analysis, and concept selection
    • Experience evaluating business cases and evaluating options to delivery on potential opportunities
    Physical Requirements:
    • Physical ability to work around and on industrial equipment, including frequent climbing of stairs and ladders
    • Ability to wear Personal Protective Equipment (PPE) in designated areas (respirator, hard hat, safety glasses, gloves, heeled boots, and hearing protection)
    Other Considerations:
    • Must have legal authorization to work in the United States on a full-time basis without the requirement of a work visa
    • Must currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card
